500-ish Literary Magazines for Short Fiction

I've often had students ask me what the “best" literary magazines were. I realized that I didn't actually know, right after I agreed to teach an intensive class on the subject. Where are the best places to submit, and according to what standards? I stumbled Clifford Garstang's incredibly helpful blog. But then I wondered, what about Best American Short Stories? So I found John Fox’s excellent site. And the O. Henry site. Then I wondered why all the rankings were so different from each other. And then I wondered if I had any Valium left over from my prescription 10 years ago. And then I remembered spreadsheets.
So this is a ranking of magazines that I've been using and sharing with students for years. I mostly focused on the following elements:
Score, calculated according to prizes won: The Best American Short Stories, Pushcart Prizes (from Clifford Garstang's blog), and O. Henry Awards, and Best American Nonrequired Reading. BASS scores are weighted more heavily because they count more to prospective editors and agents (don't get mad at me, Pushcart et al! Hate the game, not the player). Given this methodology, this list is primarily useful for literary short fiction, although there are some genre magazines in there.
Circulation. Who doesn’t want more readers?
Money. Magazines that pay often (but not always!) have more clout.
Coolness. Some magazines got a bump up because they’re especially good to their authors or readers. And some got a bump down because they did something crappy like publish hardly any women, or charge $26 for a submission. Sorry, magazines, no offense. Just please behave better in the future, and take comfort in the fact that I know nothing about the internet.
I also separated out magazines that don’t accept simultaneous submissions (Tier 4b) because many writers skip them. Given reading periods, it would take the average writer 250-500 years to publish just one piece using exclusive submissions. If you're intimidated by my amazing math skills, you should know it took me longer to figure out that equation than it did for me to update this entire list.
New in 2021:
I changed my scoring method to use data from the past 5 years instead of 10, because life is uncertain. I also added Best American Nonrequired Reading to the source documents (which also include Best American Short Stories, the Pushcart Prize, and the O. Henry Awards).
I cut most defunct litmags. There were many! Apologies.
I got rid of the “online only” tier and instead indicate online-only journals with an asterisk*. That means that there are now 7 tiers instead of 8.
On request, I added a genre sidebar tier at the very end, in case you write speculative/sci-fi/fantasy/mystery/sports/fairy tales/other genre stories.

Due to COVID-19, reading periods and submission methods seem to change daily. Always check the site’s submission information! And please feel free to let me know what I got wrong.
At a future date, I’ll also add another list for creative nonfiction, if the meds hold out. Meanwhile, I’ve updated my much smaller list of additional CNF recommendations here.
